Who is a HOF worthy driver that probably won’t make it in?

My pick would no doubt be James Hylton. Has 301 top tens and 140 top 5s which is among the best in Nascar history. He finished 2nd in points 3 times and 3rd in points 4 times. Yet despite this, he only has 2 wins and 4 poles in his entire career. Really hope he could make it in one day but it’ll probably take quite a long time with the amount of pioneer guys who have simply won more races.
